S.Amdt. 6511

This amendment aims to add a new section to bill S. 4784 to create the Ukraine Lessons Learned Task Force.

The purpose of this task force is to:

• Identify and evaluate battlefield innovations and defense strategies used by Ukraine against Russian aggression.
• Determine how these lessons apply to United States strategic planning, logistics, training, acquisition, and military doctrine.
• Recommend pilot programs or changes to integrate these lessons into defense systems.
• Find vulnerabilities in United States systems, including those shown by experiences like Operation Spider Web.
• Work with Ukrainian defense counterparts and NATO allies.

The amendment also adds requirements for the Secretary of State, the Secretary of Defense, and the Chairman of the Joint Chiefs of Staff to provide an annual report to Congress for five years. This report must include findings, recommendations, and an overview of any actions taken, with an unclassified version made available to the public.

Additionally, the amendment requires that these findings be put into war games, professional military education curricula, and future operational planning. It also directs coordination with NATO allies to share assessments and explore a "Defense Innovation Lessons Hub."

This section of the bill will end five years after it is enacted.
