What this amendment would do
This amendment, titled the Reassessing the United States-Tanzania Bilateral Relationship Act, aims to add a new subtitle to bill S. 4784. Its purpose is to force a comprehensive review of the relationship between the United States and Tanzania following allegations of political repression, human rights violations, and fraudulent elections in October 2025.
The amendment seeks to change the current relationship by implementing the following:
- Official Reviews: It requires the Secretary of State to conduct a reassessment of the bilateral relationship, including an analysis of Tanzania's democratic trajectory and its cooperation with China and Russia.
- Accountability: It mandates a report identifying Tanzanian officials responsible for human rights abuses, which may lead to sanctions under the Global Magnitsky Human Rights Accountability Act.
- Financial Restrictions: It prohibits most U.S. assistance, grants, loans, and investments for entities in Tanzania, as well as the use of Millennium Challenge Corporation funds.
- Conditions for Relief: These financial prohibitions remain in place unless the Secretary of State or the Millennium Challenge Corporation certifies that Tanzania has taken specific steps toward electoral reform, released political prisoners, and allowed independent investigations into election violence.
- Exceptions: The ban on assistance does not apply to health assistance, humanitarian aid, or support for human rights and democracy.
