What this amendment would do

Mr. Welch submitted SA 651, which is an amendment proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 congressional budget.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to improving small farm crop insurance offerings at the end of title III.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger.

These changes can be made for legislation relating to bolstering rural communities by improving crop insurance offerings for small farms, as long as that legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
