What this amendment would do

The Lebanon Sanctions, Stabilization, and Support Act is an amendment intended to be added to bill S. 4784. Its purpose is to provide a framework for the United States to apply pressure on specific foreign persons while providing financial and security support to the Lebanese government and its security forces.

The amendment aims to add the following to the bill:

Sanctions

  • It allows the President to impose sanctions, such as blocking property and prohibiting financial transactions and visas, on foreign persons who provide material support to Hezbollah, support Iran's illicit financing in Lebanon, impede the disarmament of Hezbollah, or block banking reforms in Lebanon.

Stabilization and Support

  • It authorizes the Secretary of State to continue providing humanitarian assistance for health, food, water, and demining.
  • It creates an incentive fund for rebuilding Lebanese government services and civilian infrastructure, authorizing $250,000,000 for the first fiscal year and $150,000,000 for each of the following four years.
  • It provides $20,000,000 annually for three years to pay salaries and stipends for the Lebanese Armed Forces and Internal Security Forces.
  • It authorizes the Secretary of State to negotiate for the use of frozen Iranian assets to fund reconstruction in Lebanon.

Security Assistance

  • It authorizes annual funding for five years for Foreign Military Financing, narcotics control, anti-terrorism, and military training.
  • It includes contingent funding that can be increased if the Secretary of State determines there is meaningful progress in countering Iranian proxy forces and expanding state services.
  • It establishes a program to help Lebanese security institutions track financial crimes and the trafficking of Captagon.

Oversight

  • It requires the Secretary of State to submit various strategies and reports to Congress regarding the return of Syrian refugees, the disarmament of Hezbollah, the monitoring of funds to prevent diversion, and the progress of relations between Lebanon and Israel.
