What this amendment would do
SA 6503, submitted by Mrs. Shaheen, aims to add a new section (SEC. 1229A) to bill S. 4784. The purpose of this addition is to require the Secretary of State to create a report on the damage caused to United States-owned businesses, investments, and commercial assets in Ukraine due to the Russian Federation's full-scale invasion in February 2022.
The report must be submitted to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs within 180 days after the Act is enacted.
The amendment requires the report to include the following elements, as far as practicable:
-
An assessment of commercial assets, infrastructure, facilities, and business property that were seized, destroyed, damaged, or otherwise adversely affected by the Russian Federation's military actions.
-
An estimate of the direct financial costs, such as other measurable commercial harms, production interruption losses, and direct physical damage.
-
A description of the most affected business sectors, such as technology, financial, defense, transportation, energy, agriculture, and manufacturing.
-
A description of how the United States Government has worked to preserve records and collect evidence regarding the loss of commercial assets and property belonging to United States entities and persons.
-
Recommendations for legal, diplomatic, or legislative actions to help affected United States businesses get compensation, restitution, or recovery.
