What this amendment would do
This amendment, proposed by Mrs. Shaheen and Mr. Tillis, aims to add Section 1229A to bill S. 4784. Its purpose is to facilitate the work of United States defense contractors in Ukraine.
Key Changes and Additions:
-
Contractor Operations: It stops the Secretary of Defense from limiting the ability of U.S. defense contractors to operate in Ukraine, including free movement in areas controlled by the democratically elected government, to repair equipment used by the Armed Forces of Ukraine.
-
Permission Process: Movement for these contractors will only require permission from the Chief of Mission at the U.S. Embassy in Kyiv, based on advice from the Regional Security Officer.
-
Reporting Requirements: The Secretary of Defense and Secretary of State must provide a report to congressional committees within 60 days of the Act's enactment. This report must include:
- Steps taken to implement these requirements.
- Equipment repaired by U.S. contractors since January 2025.
- Geographic regions in Ukraine and neighboring countries where repairs happened.
- Lessons learned from partnering with the Ukrainian Armed Forces for equipment repair.
