S.Amdt. 650

Mr. Welch submitted the amendment, known as SA 650, which is intended to be proposed for the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund related to promoting land access and credit access for young and beginning farmers and ranchers.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. These revisions and adjustments are for legislation relating to promoting land access and credit access for young and beginning farmers and ranchers, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
