What this amendment would do
SA 6499 is an amendment submitted by Mrs. Shaheen and Mr. Tillis to bill S. 4784. Its purpose is to ensure a well-functioning Prioritized Ukraine Requirements List (PURL) mechanism.
The amendment aims to add Section 1229A to the bill, which focuses on the following:
-
Sense of Congress: It states that the PURL mechanism supports Ukraine at no cost to the United States taxpayer and that transparency is required to ensure the mechanism functions well.
-
Reporting Requirements: It requires the Commander of the United States European Command and the United States Ambassador to the North Atlantic Treaty Organization to provide reports to specific House and Senate committees. These include:
- A report on all ally and partner contributions since August 2025, including the country, date, and amount, as well as descriptions of equipment delivered to Ukraine and the accounting of contributions for those packages.
- Monthly reports identifying contributing countries, amounts, and security assistance packages under development.
- A report on any PURL funds used since August 2025 for purposes other than new security assistance packages, such as repaying the United States Government for packages delivered before August 2025.
-
Receipts for Allies: It requires the Secretary of the Treasury and the Commander of the United States European Command to create a process to provide allies and partners with receipts. These receipts must describe how their contributions were used and which security assistance packages they supported.
