What this amendment would do

This amendment, submitted by Mrs. Shaheen, aims to add a section regarding diplomatic relations with Belarus to bill S. 4784. Its purpose is to restrict the normalization of relations and sanctions relief until the Secretary of State certifies that the Government of Belarus has stopped enabling the Russian Federation's war against Ukraine for 180 days.

Key Changes and Additions

  • Policy on Relations: The United States will not relax sanctions or pursue significant normalization of diplomatic or economic relations with the Government of Belarus unless the certification regarding Russia's war against Ukraine is met.

  • Belarusian Democracy Movement: The Secretary of State must host a strategic dialogue at least once a year. Objectives include:

    • Supporting free and fair elections and a return to democratic rule.
    • Supporting the movement's daily functions and Belarusians living outside the country.
    • Ensuring accountability for the regime of Aleksandr Lukashenko.
    • Facilitating the release of political prisoners and journalists.
    • Supporting Belarusian language and cultural programs.
  • Diplomatic Facilities: Before reopening a U.S. Embassy in Minsk, the Secretary of State must submit a report assessing political prisoners, sanctions evasion, and Russian military presence. Reopening is restricted until the Secretary provides assurances and plans regarding the Strategic Dialogue.

  • Required Reports: The amendment mandates reports on:

    • The nature of support Belarus provides to the Russian Federation's war in Ukraine.
    • The role of Belarus in the Russian Federation's abduction of Ukrainian children and the cooperation of Belarusian authorities in returning them.
