What this amendment would do

SA 6495, submitted by Mrs. Shaheen, aims to add a section to bill S. 4784 that allows the Secretary of State to provide direct loans or loan guarantees to Ukraine.

The purpose of these loans or guarantees is to fund the purchase of at least 24 new F-16 fighter aircraft and related defense services.

The amendment adds the following specific authorities and rules:

  • The Secretary of State can set the interest rate, repayment schedule, and repayment terms for direct loans.
  • Loans and guarantees must follow the terms, conditions, eligibility requirements, and limitations of section 23 of the Arms Export Control Act.
  • The Secretary of State can set additional terms and conditions.
  • Actions are subject to the availability of funds appropriated by Congress.
