What this amendment would do
The amendment, known as the Mobilizing and Enhancing Georgia's Options for Building Accountability, Resilience, and Independence Act (or the MEGOBARI Act), is intended to be added to bill S. 4784. Its purpose is to protect and secure democracy in the country of Georgia.
The amendment aims to add the following to the bill:
-
Policy and Goals: It establishes a U.S. policy to support Georgia's aspirations to join NATO and the European Union, support its sovereignty against Russian aggression, and promote democratic values like free elections and an independent judiciary.
-
Accountability and Sanctions: It authorizes the President to impose sanctions, including blocking property and denying visas, on foreign persons (including Georgian officials and their immediate family members) who engage in corruption, violence, or actions that block Euro-Atlantic integration or undermine Georgia's stability.
-
Reporting Requirements: It requires the Secretary of State to provide reports on Russian and Chinese intelligence assets in Georgia and a 5-year strategy for bilateral relations.
-
Conditions for Assistance: It suggests that the United States should maintain the suspension of the United States-Georgia Strategic Partnership Commission until the Georgian government ends political repressions and restores constitutional rights. It also links further military and technical assistance to a presidential certification that Georgia is making sustained progress toward democracy.
-
Timeline: The provisions of this amendment are set to expire 5 years after the Act is enacted.
