What this amendment would do
This amendment, submitted by Mrs. Shaheen, aims to add a new subtitle called Degrading Houthi Networks in the Horn of Africa to bill S. 4784.
The purpose of this addition is to address the national security interests of the United States by degrading Houthi support networks in the Horn of Africa and Iran's proxy terrorist network.
Key Changes and Requirements
The amendment adds the following requirements:
-
Strategy Development: The Secretary of State and other relevant Federal agencies must create a strategy within 180 days to identify, degrade, and counter smuggling networks in the Horn of Africa that provide financial and material support to the Houthis.
-
Strategy Details: The plan must describe main smuggling routes (specifically from Somalia, Djibouti, Eritrea, or other relevant countries), the types of materials and dual-use items being funneled for weapons manufacturing, and the individuals or companies already subject to U.S. sanctions under Executive Order 13224.
-
Accountability and Reporting:
- Senior officials must provide a briefing to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs on how they plan to implement the strategy.
- The Secretary of State must provide an annual report for five years describing the strategy's implementation, the feasibility of using sanctions, and how Houthi collaboration with groups like Al-Shabaab and Al-Qaeda in the Arabian Peninsula threatens U.S. national security.
