What this amendment would do

SA 6484, also known as the Semiconductor Diplomacy Strategy Act, is an amendment proposed by Mrs. Shaheen to be added to bill S. 4784.

The purpose of this amendment is to require the Secretary of State to create and submit a strategy to specific congressional committees. This strategy aims to counter illicit access to advanced semiconductors by foreign countries of concern.

The amendment adds the following requirements:

  • The Secretary of State must submit the strategy within 180 days of the Act's enactment, and then annually for the next 2 years.
  • The strategy must identify countries that act as hubs for smuggling or transshipping advanced semiconductors that cannot be legally exported to or located in a foreign country of concern.
  • The strategy must identify countries acting as hubs for data centers used by entities affiliated with foreign countries of concern to remotely access computing power that cannot be lawfully exported to or located within those countries.
  • It must include a diplomatic engagement plan to reduce the smuggling of advanced semiconductors and reduce the number of countries acting as hubs for remote access to restricted computing power.
  • It must identify any limits or barriers to implementing that diplomatic plan.
  • The strategy must be unclassified, though it can include a classified annex.
