What this amendment would do
Mr. Welch submitted SA 648, which is an amendment meant to be proposed to the concurrent resolution on the budget for fiscal year 2025.
The purpose of the amendment is to add a deficit-neutral reserve fund to the end of title III. This fund relates to creating a strong safety net for small-scale, diverse, specialty crop, organic, young, and beginning farmers and ranchers.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to this safety net, as long as the legislation does not increase the deficit from fiscal year 2025 through fiscal year 2034.
