What this amendment would do
Mr. Welch submitted amendment SA 647 to the concurrent resolution for the fiscal year 2025 congressional budget. The purpose of this amendment is to add a deficit-neutral reserve fund relating to ensuring the ability of Department of Agriculture offices to operate at full capacity.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to ensuring that USDA Rural Development, Farm Service Agency, and Natural Resources Conservation Service State offices can operate at full capacity by the amounts provided in such legislation, as long as the legislation does not increase the deficit over the period of fiscal years 2025 through 2034.
