What this amendment would do

This amendment, submitted by Mr. Cornyn and others, adds a "Judiciary Matters" section to bill S. 4784. It aims to introduce several new acts focused on forensic technology, law enforcement leadership, legal protections, child exploitation, judicial security, and post-employment restrictions for government officials.

Key changes and additions include:

  • Carla Walker Act: Creates grants for eligible entities (such as states, law enforcement, and medical examiners) to use forensic genetic genealogy (FGG) DNA analysis to identify unidentified human remains or generate leads in criminal investigations. It sets strict rules for how this technology is used, including requiring a search of the Combined DNA Index System first and prohibiting arrests based solely on genetic association.

  • Promoting Police Leadership Act: Directs the Attorney General to develop training curricula for command-level law enforcement personnel. This training focuses on areas like strategic thinking, risk management, officer wellness, and building community trust.

  • Protecting Americans from Russian Litigation Act of 2026: Limits the ability of foreign persons to enforce foreign judgments or arbitral awards in U.S. courts if the claim resulted from U.S. persons complying with U.S. sanctions or export controls.

  • Strengthening Child Exploitation Enforcement Act: Updates laws regarding kidnapping and sexual abuse of minors. It adds "defrauding or deceiving" as a method of abduction and creates a new offense for intentional touching of the genitalia of a person under 16 in specific federal jurisdictions.

  • ENFORCE Act: Clarifies the production of child pornography and enhances enforcement for obscene visual representations of child sexual abuse by removing the statute of limitations and requiring sex offender registration for these crimes.

  • Countering Threats and Attacks on Our Judges Act: Establishes a State Judicial Threat Intelligence and Resource Center to provide security training, monitor threats, and maintain a national database of incidents involving judges and court staff.

  • CLEAR Path Act: Imposes restrictions on individuals in Senate-confirmed positions. It prohibits them from knowingly representing or advising a foreign governmental entity of a "country of concern" before the U.S. executive or legislative branches after their service ends.
