What this amendment would do
MR. WELCH submitted SA 646, which is an amendment proposed to the concurrent resolution S. Con. Res. 7. This resolution sets forth the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to supporting organic farmers with respect to the payment of organic certification costs and the development of new markets.
- It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution.
- It allows adjustments to be made to the pay-as-you-go ledger for legislation relating to supporting organic farmers with respect to the payment of organic certification costs and the development of new markets.
- It applies as long as that legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
