What this amendment would do
The amendment submitted by Mr. Lankford is called the Security and Oversight for International Landholdings Act of 2026 (or the SOIL Act of 2026). Its purpose is to add new rules to the bill regarding the review and funding of certain real estate transactions.
The amendment aims to change and add the following:
-
Review of Agricultural Land: It expands the review by the Committee on Foreign Investment in the United States to include the acquisition or transfer of interest in agricultural land by people from countries designated as nonmarket economy countries or those identified as a risk to U.S. national security in the Annual Threat Assessment.
-
Review of Land Near Military Sites: It expands the review to include the acquisition or transfer of interest in any real estate (except residential property) located within 50 miles of a military installation or sites listed in Appendix A to part 802 of title 31, Code of Federal Regulations, if held by people from the same types of risky or nonmarket economy countries.
-
Funding Prohibitions: It stops any Federal agency from providing assistance or subsidies to anyone for agricultural real estate holdings that are owned, in whole or in part, by people from those designated nonmarket economy or national security risk countries.
