What this amendment would do

The amendment, titled the Improving Law Enforcement Officer Safety and Wellness Through Data Act, aims to add a new section to bill S. 4784. Its purpose is to improve the collection and analysis of data regarding attacks and the general wellness of law enforcement officers to better provide Federal resources and support.

The amendment seeks to add the following requirements:

  • Reporting on Attacks: The Attorney General must submit a report within 270 days detailing the number of offenders who intentionally target officers, the nature of ambush attacks, the effectiveness of training programs, and the efficacy of the Patrick Leahy Bulletproof Vest Partnership.

  • Reporting on Aggression: The Attorney General must provide a report analyzing the ability to create a new category in reporting systems for aggressive actions or trauma-inducing incidents against officers that do not currently reach the level of reported crimes.

  • Mental Health and Wellness: The Attorney General must submit a report on the frequency and severity of stress-related responses in officers, the availability and use of mental health resources (such as peer-to-peer programs), and the need for mental health screening.

  • Consultation: In developing these reports, officials must consult with stakeholders, including Federal, State, Tribal, and local law enforcement agencies, as well as nongovernmental and international organizations.
