What this amendment would do
This amendment aims to expand and update the Smith River National Recreation Area and add new Wild and Scenic River designations.
The primary changes and additions include:
-
Expansion of Boundaries: It expands the recreation area into the State of Oregon and updates the maps used to define these boundaries.
-
New Protections and Studies: It requires the Secretary to conduct a study within 5 years of enactment to inventory water features, plants, animals, and other values in the new areas. The Secretary must then modify management plans to protect these values.
-
Land Acquisition: It allows for the purchase or donation of land and specifically directs the Secretary to acquire the Cedar Creek Parcel (approximately 555 acres) if the State Land Board of Oregon adopts a resolution.
-
Tribal Rights: It ensures that the act does not diminish Indian Tribe rights and directs the Secretary to seek a memorandum of understanding to provide tribes access for cultural activities and the development of public information about tribal history.
-
Management and Maintenance: It clarifies that the Secretary can still conduct wildfire operations and vegetation management (such as forest health projects) within the recreation area.
-
River Designations: It designates numerous segments of source tributaries of the North Fork Smith River in Oregon as "wild" rivers and updates the classification of the Smith River across California and Oregon.
