What this amendment would do
This amendment, submitted by Mr. Peters and Mrs. Blackburn, adds a subtitle called the Securing Semiconductor Supply Chains Act to bill S. 4784. The purpose is to secure the semiconductor supply chain for the national security and economic needs of the United States and its allies.
The amendment aims to add the following to the bill:
-
Findings on Semiconductors: It establishes that semiconductors are essential to the global economy and national security, and that the supply chain needs to be secured through diversifying, reshoring, or onshoring segments like materials, equipment, fabrication, and advanced packaging.
-
Use of SelectUSA: It positions the Department of Commerce's SelectUSA program to help increase foreign direct investment in domestic manufacturing to grow production capacity.
-
State Coordination: It requires the Executive Director of SelectUSA to solicit comments from State-level economic development organizations within 180 days. This is to identify barriers, resource gaps, and recommendations to increase investment while ensuring foreign adversaries do not benefit.
-
Reporting Requirements: It requires a report to be submitted to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Energy and Commerce within 2 years. This report must review state comments, describe current SelectUSA activities, and assess strategies to increase investment.
-
Funding: It specifies that no additional funds are authorized for this subtitle and that the Executive Director of SelectUSA must use available amounts.
