What this amendment would do
This amendment, proposed by Mr. Peters and Mrs. Blackburn, aims to add a section titled Strengthening Support for American Manufacturing to bill S. 4784.
The purpose of this addition is to require the Secretary of Commerce to conduct a study and produce a report regarding Department of Commerce programs. The amendment seeks to change the bill by adding requirements for the Secretary to:
-
Identify offices and bureaus within the Department of Commerce that handle manufacturing and industrial innovation and critical supply chain resilience.
-
Assess the effectiveness, efficiency, limitations, and statutory authority of these covered offices and bureaus.
-
Identify gaps where duties or programs are duplicative within the Department.
-
Provide recommendations to improve coordination and optimize operations both within the Department and with other Federal agencies.
The amendment also specifies that the Secretary must contract with the National Academy of Public Administration to help produce the report and must submit the final report, along with recommendations for legislative action and a secretarial response, to the appropriate committees of Congress.
