What this amendment would do
SA 6414, submitted by Mr. Heinrich, aims to change how reimbursement rates are handled for home and community-based services for veterans.
-
Reimbursement Rates: For the Homemaker and Home Health Aide program, the Secretary must reinstate any rates reduced after December 31, 2025, back to the rates that existed on that date. The Secretary cannot reduce these rates below the December 31, 2025, levels without notifying Congress at least 90 days in advance.
-
Provider Reports: The Secretary must provide an annual report to Congress starting 180 days after the act is enacted. This report must state if the number of providers is enough to meet veteran demand, identify regions where participation is inadequate, and explain the plan to ensure veterans' needs for care are met.
-
Rate Determination Report: Within 90 days of the act's enactment, the Secretary of Veterans Affairs must submit a report detailing:
- Data sources used for reimbursement rates, such as the private market, Medicaid, or Medicare.
- Weighting and adjustment factors used.
- The role of third-party administrators or contractors.
- How providers were consulted and how their input was used.
- The formulas, models, variables, and analytical methods used to set the rates.
