What this amendment would do
SA 6408, submitted by Mr. HEINRICH, aims to prevent occupational illness and injury for firefighters by expanding the availability of next-generation turnout gear. It proposes adding a new section to bill S. 4784 to create research and training programs focused on safer protective clothing.
The amendment seeks to add the following to the bill:
-
Research Programs: The Secretary of Health and Human Services, through the Director of the National Institute for Occupational Safety and Health, would establish a grant program for eligible entities. These grants would support the research, development, and testing of PFAS-free turnout gear and materials. The program is authorized for $25,000,000 per year from fiscal year 2027 through 2031.
-
Training Programs: Starting in fiscal year 2028, the Secretary would provide grants, contracts, or cooperative agreements to develop and share guidance and training. This is intended to teach firefighters and first responders best practices for wearing, cleaning, and caring for the next-generation turnout gear. This program is authorized for $2,000,000 per year from fiscal year 2028 through 2032.
-
Accountability: The Secretary is required to submit a report to Congress within two years after the Act is enacted to describe the progress made on these research and training goals.
