What this amendment would do

SA 6404, submitted by Mr. Welch, aims to add an effective date to section 1217 of bill S. 4784.

The purpose of this addition is to ensure the section only takes effect once the Secretary of Defense, working with the Secretary of State and the Director of National Intelligence, certifies that the military and security forces of the Government of Israel have not done the following during the three years before the Act is enacted:

  • Engaged in ethnic cleansing.
  • Committed crimes against humanity.
  • Engaged in wanton destruction of civilian infrastructure.

These restrictions apply to Gaza, Lebanon, the West Bank, or any other area that the Government of Israel administered after June 5, 1967.
