What this amendment would do

SA 6403, submitted by Mr. Welch, aims to add a new section to title X of bill S. 4784. The purpose of this addition is to require a classified briefing and report regarding counterintelligence threats from the Government of Israel.

The amendment would require the Secretary of Defense, working with the Director of National Intelligence, to provide this briefing and report to all members of Congress and cleared staff within 30 days of the Act's enactment.

The report and briefing must cover the trends, intensity, and scope of espionage by the Government of Israel targeting:

  • United States companies that do business with the intelligence community and the Department of Defense, specifically regarding risks to proprietary corporate information and sensitive defense and intelligence-related intellectual property.

  • Members and staff of Congress.

  • United States Government officials and agencies, including senior executive branch officials involved in sensitive negotiations with Middle East countries.
