What this amendment would do

SA 6401, submitted by Mr. Welch, Mr. Durbin, and Mr. Bennet, aims to change section 1224 of bill S. 4784.

The purpose of this amendment is to:

  • Require the Secretary of Defense, working with the Secretary of State and the Secretary of Commerce, to try to engage with stakeholders in Ukraine within 90 days of the Act's enactment to create a United States-Ukraine Strategic Defense Innovation Working Group.

  • Add a requirement to describe non-regulatory ways to fast-track agency processing to speed up the export of:

    • Military explosives on the United States Munitions List.
    • Dual-use precursors, manufacturing equipment, and components on the Commerce Control List used for producing covered systems in Ukraine.
