What this amendment would do
This amendment, known as the Taiwan Energy Security and Anti-Embargo Act of 2026, aims to add a new subtitle to bill S. 4784. Its purpose is to strengthen Taiwan's energy resilience and security to reduce its vulnerability to attack, disruption, or coercion by authoritarian regimes, specifically the People's Republic of China.
The amendment seeks to add the following to the bill:
-
Promotion of Energy Exports: It authorizes the Secretary of State, working with the Secretaries of Commerce and Energy, to prioritize and facilitate United States energy exports (such as liquefied natural gas) to Taiwan and support energy projects that diversify Taiwan's energy sources.
-
Infrastructure Resilience: It allows the U.S. to cooperate with Taiwan on capacity building for energy infrastructure. This includes improving cybersecurity for grid systems, physical security, joint training exercises, and the possible establishment of a joint United States-Taiwan Energy Security Center.
-
Nuclear Energy: It expresses the sense of Congress that Taiwan should maintain nuclear power and utilize new technologies, like small modular reactors, to ensure clean and reliable power.
-
Maritime Insurance: It allows the Secretary of Transportation to provide insurance and reinsurance for vessels transporting critical energy or humanitarian goods to Taiwan or other strategic partners facing coercive maritime threats.
-
Accountability and Reporting: It requires the Secretary of State to provide briefings and annual reports to congressional committees regarding the implementation of these activities and any barriers to energy exports and security cooperation.
