What this amendment would do
This amendment, known as the Scam Compound Accountability and Mobilization Act, aims to add a new subtitle to the bill to combat the threat of transnational cyber-enabled fraud. It specifically targets scam compounds, which are physical locations where criminal organizations use human trafficking and forced criminality to run large-scale online scams.
The purpose of this amendment is to:
- Create a National Strategy: Requires the Secretary of State to develop a global strategy to shut down scam compounds, dismantle the criminal organizations running them, and hold enabling officials accountable.
- Establish a Task Force: Mandates an interagency task force to coordinate the strategy, monitor operations, and report progress to Congress.
- Increase Accountability: Grants the President authority to impose asset blocking and visa restrictions on foreign persons who support or direct these scam operations.
- Support Victims: Aims to provide trauma-informed protection for trafficking survivors and requires a report on how to use forfeited assets to provide financial redress to U.S. citizen victims.
- Improve Monitoring: Authorizes the Secretary of State to provide high-resolution satellite imagery to nonprofits and NGOs to document human rights abuses and trafficking at these compounds.
- Address Specific Threats: Highlights the need to investigate the involvement of the People's Republic of China and the Burmese military in the operation of these compounds.
