What this amendment would do
This amendment, submitted by Mr. Ricketts, proposes to add a new subtitle titled the Taiwan Energy Security and Anti-Embargo Act of 2026 to bill S. 4784. Its purpose is to increase the security and resilience of Taiwan's energy infrastructure and promote the export of United States energy resources to Taiwan.
The amendment aims to add the following to the bill:
-
Promotion of Energy Exports: It allows the Secretary of State, with the Secretaries of Commerce and Energy, to prioritize and facilitate United States energy exports to Taiwan, specifically targeting liquefied natural gas and the diversification of Taiwan's energy sources.
-
Infrastructure Resilience: It authorizes cooperation with Taiwan's government for capacity building to protect energy infrastructure. This includes:
- Improving cybersecurity for grid operating systems and storage terminals.
- Enhancing physical security and operational redundancy.
- Conducting joint training exercises and workforce development.
-
Collaborative Efforts: It allows for the establishment of a joint United States-Taiwan Energy Security Center in the United States to foster academic cooperation and dialogue.
-
Nuclear Energy: It expresses the sense of Congress that Taiwan should maintain nuclear power and use new technologies, such as small modular reactors and Gen III+ reactors.
-
Accountability and Reporting: It requires the Secretary of State to provide a briefing to congressional committees and submit annual reports for three years detailing actions taken and identifying barriers to energy exports and security cooperation.
-
Policy Clarification: It specifies that nothing in this subtitle changes the One China Policy of the United States.
