What this amendment would do
Mr. Merkley submitted this amendment, known as SA 636, to be proposed for the concurrent resolution on the budget for fiscal year 2025. Plainly put, it creates a deficit-neutral reserve fund relating to the elimination of executive agencies.
What It Aims to Change or Add
The amendment adds a new section to the end of title III of the budget resolution. It allows the Chairman of the Committee on the Budget of the Senate to make adjustments to committee allocations, aggregates, and the pay-as-you-go ledger.
These adjustments are for legislation connected to congressional oversight duties. Specifically, this legislation may require consent from Congress before executive agencies or certain entities can make large changes to executive agencies.
According to the text, these entities include:
- The U.S. DOGE Service Temporary Organization
- An advisor to the President connected with the U.S. DOGE Service Temporary Organization
- Any office of the President
Large changes mentioned include eliminating executive agencies, substantially changing the purpose of an executive agency, or substantially changing the workforce of an executive agency.
To use this reserve fund, the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
