What this amendment would do
SA 6359, submitted by Mr. Booker, aims to add a new section to bill S. 4784. The purpose is to require the Secretary of Defense, working with the Director of the Defense Health Agency and the Secretary of each military department, to create a strategic plan to handle mental health services and suicide among members of the Armed Forces.
The amendment proposes that this plan include the following:
-
Uniform Protocols: This involves creating and enforcing rules for the self-initiated referral process for members seeking mental health evaluations and using posters, flyers, and advertisements to make sure members know about this process.
-
Standardized Training: This involves mental health training for members, which includes:
- Specialized training for medical personnel, senior enlisted leaders, and commanders to identify and address mental health issues.
- A certification process that requires documented proof of completing the training.
- Training on how to respond when a member starts the referral process under section 1090b(e) of title 10, United States Code.
- Training to recognize signs of mental health distress.
