What this amendment would do

Mr. Merkley submitted amendment SA 635 to the concurrent resolution on the budget for fiscal year 2025. The purpose of this amendment is to add a deficit-neutral reserve fund relating to compliance with Federal ethics laws.

  • The amendment allows the Chairman of the Senate Committee on the Budget to revise allocations and make adjustments for legislation relating to ethics in Government.
  • It aims to cover legislation ensuring compliance with all Federal ethics laws by all employees in existing executive branch agencies or employees of new executive branch entities, such as the Department of Government Efficiency.
  • It may include receiving relevant ethics training before carrying out activities to cut Government employees, agencies, or access private agency data.
  • This applies as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
