What this amendment would do

The proposed amendment, known as the Unidentified Anomalous Phenomena Disclosure Act of 2026 (or UAP Disclosure Act of 2026), aims to create a formal and accountable process for the public disclosure of Federal Government records regarding unidentified anomalous phenomena (UAP), technologies of unknown origin, and non-human intelligence.

The amendment seeks to add a new division to the bill that focuses on the following:

  • Record Centralization: It establishes the Unidentified Anomalous Phenomena Records Collection at the National Archives and Records Administration to preserve and centralize all relevant government records.

  • Public Disclosure: It creates a presumption that these records should be immediately disclosed to the public. It requires government offices to identify, organize, and transmit these records to the Archivist.

  • Independent Oversight: It establishes the Unidentified Anomalous Phenomena Records Review Board, an independent agency of nine appointed citizens. This board is tasked with reviewing records and deciding if any should have their disclosure postponed based on specific national security or privacy grounds.

  • Government Accountability: The act mandates that the Federal Government exercise eminent domain over any recovered technologies of unknown origin or biological evidence of non-human intelligence held by private entities to ensure they are available for review and potential disclosure.

  • Controlled Release: For records that cannot be released immediately, the Review Board must develop a Controlled Disclosure Campaign Plan to outline a benchmark-driven timeline for future declassification and release.
