What this amendment would do
SA 6331 is an amendment intended to be added to bill S. 4784, which deals with military and defense appropriations for fiscal year 2027. The purpose of this amendment is to add a section titled "BALTIC SECURITY ASSESSMENT."
This amendment aims to add the following to the bill:
-
Sense of Congress: It establishes that supporting the security of Estonia, Latvia, and Lithuania is in the national security interests of the United States. It notes the importance of updating security cooperation due to threats from the Russian Federation, the value of these countries as NATO members, and the opportunity to use improved economic ties to counter pressure from the People's Republic of China.
-
Report Requirement: It requires the Secretary of State, working with the Secretary of Defense, to provide a report to specific House and Senate committees within 180 days of the Act's enactment. This report must cover:
- Emerging military, political, cyber, and hybrid threats to the Baltic countries.
- The roles of the People's Republic of China, Islamic Republic of Iran, Republic of Belarus, Russian Federation, and other malign actors in these threats.
- The current presence and posture of NATO and United States forces used to deter these threats.
- Suggestions for improving democratic resilience, cybersecurity infrastructure, and deterrence posture.
- Ways to improve multilateral and bilateral defense cooperation, including through the Baltic Security Initiative.
