What this amendment would do
This amendment, submitted by Mr. Merkley, creates a deficit-neutral reserve fund related to reducing the impacts of hedge fund ownership on single-family homes rented by military personnel.
The purpose of this addition is to allow the Chairman of the Senate Committee on the Budget to make adjustments and revise allocations for legislation that aims to lower rent for military personnel and their families. It focuses on addressing the activities of large investors in single-family housing and how they affect off-base housing for military families.
Specifically, the changes aim to target:
-
Lowering rent for military families.
-
Reducing the market share of large investors in single-family housing.
-
Addressing the impact of these investors on housing availability and affordability.
-
Tackling issues related to eviction rates, home maintenance, and gentrification in off-base housing.
