What this amendment would do
SA 6327 is an amendment proposed by Ms. Rosen and other members to bill S. 4784. Its purpose is to add a new section, SEC. 1218, which requires a report on internet freedom in Iran.
The amendment aims to add a requirement for the Secretary of State, working with the Federal Communications Commission and the Department of the Treasury, to provide an updated report to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs.
This report must include:
- An assessment of using direct-to-cell wireless communications to increase internet access in Iran, including technical, security, and regulatory factors.
- An analysis of how drone-based platforms and signal jamming might affect those wireless communications.
- A survey of telecommunications providers in Iran, focusing on state ownership, foreign investment, and how that affects censorship and freedom.
- An analysis of low-Earth-orbit (LEO) satellite internet systems, specifically their effectiveness during the January 2026 Iranian protests, user costs, and how to improve them to resist jamming and protect user security.
- An assessment of whether commercial "off-the-shelf" technologies can be used in a specific grant program to provide unrestricted internet access, protect user data from the Iranian government, and resist government countermeasures.
- Any other relevant information regarding the risks and opportunities of communications technologies in Iran.
