S.Amdt. 6326

This amendment, submitted by Ms. Rosen and Mr. Durbin, aims to add a section to bill S. 4784 that requires an update to the intelligence community assessment on Global Water Security.

The purpose of this addition is to mandate that the Director of National Intelligence, working with the Secretary of Defense and other intelligence community heads, provide an updated version of the original February 12, 2012, assessment (ICA 2012-08) to specific congressional committees by April 1, 2027.

The updated report must include:

• Updated data and analysis of all elements from the original assessment.
• Relevant developments that have occurred since the original report.
• Analysis of how foreign adversarial governments try to access, control, or manipulate water resources, including water outside their own sovereign territory.
• An assessment of trends regarding attacks on water or conflicts over water.
• Any other matters the Director or congressional intelligence committees find appropriate.

The report must be submitted in an unclassified form, though it is allowed to have a classified annex.
