What this amendment would do
This amendment, known as the Houthi Human Rights Accountability Act, aims to add a new subtitle to bill S. 4784. Its purpose is to hold the Houthis (Ansarallah) accountable for human rights abuses and interference with humanitarian aid.
The amendment adds the following requirements and goals:
-
Official Stance: It establishes that Houthi efforts to indoctrinate Yemenis into an extremist, anti-Semitic, and violent worldview threaten regional stability and the peace process. It also states that providing support to the Houthis for these efforts is counter to United States policy.
-
Required Reports: The Secretary of State must provide reports to specific congressional committees regarding:
- Houthi indoctrination efforts and their long-term threats.
- Obstacles to humanitarian aid in Houthi-controlled areas, including interference with aid delivery and violence against diplomats and humanitarian workers.
- Human rights abuses committed by the Houthis, such as unlawful killing, torture, enforced disappearance, the use of child soldiers, and gender-based violence.
-
Sanctions: It requires the Secretary of State and Secretary of the Treasury to determine if Houthi members should face sanctions under:
- The Global Magnitsky Human Rights and Accountability Act for gross human rights violations or restricting humanitarian aid.
- The Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act for the wrongful detention or hostage-taking of United States nationals.
-
Timeline: The provisions of this subtitle are set to expire 5 years after the Act is enacted.
