What this amendment would do

SA 6323 aims to add a new section (SEC. 1218) to bill S. 4784. This addition focuses on the Comprehensive Security Integration and Prosperity Agreement (CSIPA) and the strategic partnership between the United States and the Kingdom of Bahrain.

The purpose of this amendment is to require the Secretary of State, in consultation with the Secretary of Defense, to provide the following to specific congressional committees:

  • A Report: Due within 180 days of the Act's enactment, this report must include a strategy to increase CSIPA membership. It must analyze the strategic benefits of CSIPA, its role in national security and support for the U.S. Naval Fifth Fleet, resources needed for expansion, regional barriers, and the status of defense, economic, and technological cooperation.

  • A Strategy: Due within 180 days after the report is submitted, this document must detail how to engage allied countries both inside and outside the Middle East to join CSIPA and the steps the U.S. can take to increase membership.

  • A Briefing: The Secretary of State must provide a briefing on the implementation plan for the strategy within 60 days of its development.
