What this amendment would do

SA 6313, submitted by Mr. Moran, aims to add a section to bill S. 4784 regarding a roadmap for B-1 bomber aircraft force structure and transition.

The purpose of this amendment is to require the Secretary of the Air Force to provide a comprehensive roadmap to congressional defense committees within 180 days after the Act is enacted. This roadmap must detail the readiness, future need, basing, and modernization needs of the B-1 bomber aircraft fleet.

The amendment requires the roadmap to include:

  • Divestment details: A schedule and rationale for retiring B-1 bombers, including timelines, installation-specific plans, capability gaps, and impacts on budget and manpower.

  • Readiness strategy: Plans to maintain the fleet during the reactivation period, including updates on avionics, mission systems, and conventional weapons integration.

  • Air National Guard transition: A feasibility assessment on moving some or all B-1 bomber operations to the Air National Guard.

  • Strike capacity analysis: An assessment of how B-1 bombers support long-range conventional strike capacity and if a Guard-integrated force can meet those requirements.

  • Integrated timeline: A detailed schedule with milestones, decision points, congressional notifications, resourcing requirements, risk assessments, and dependencies with Air National Guard force structure actions.

The Secretary of the Air Force must consult with the Commander of the Air Force Global Strike Command, the Commander of the Air Combat Command, the Chief of the National Guard Bureau, and the Director of the Air National Guard to prepare this roadmap.
