What this amendment would do

This amendment, submitted by Mr. Moran for bill S. 4784, focuses on the production of 155mm artillery ammunition.

The purpose of this amendment is to establish that producing at least 100,000 rounds per month is a national priority. It aims to sustain or increase this rate over the next five years to achieve the following:

  • Meet all annual training requirements for the Marine Corps and Army.
  • Restore stocks sent to Ukraine.
  • Rebuild war reserve inventories for the Marine Corps and Army to meet Secretary of Defense planning guidance.
  • Modernize the stockpile.
  • Regain world leadership through foreign military sales to create jobs and ensure interoperability with allies.

The amendment also adds a section on the use of funds. It directs funds from this Act or the "One Big Beautiful Bill Act" to:

  • Reach the 100,000-round monthly minimum goal as quickly as possible.
  • Maintain or increase the monthly production rate for ongoing contracts that were active on the date the National Defense Authorization Act for Fiscal Year 2026 was enacted until inventory and war reserve objectives are met.
