What this amendment would do
Mr. Merkley submitted this amendment to be proposed for the congressional budget resolution. It aims to add a deficit-neutral reserve fund relating to addressing the behavioral health crisis at the end of title III.
Purpose of the Amendment
The purpose is to allow the Chairman of the Senate Committee on the Budget to revise allocations, aggregates, and other appropriate levels, and to make adjustments to the pay-as-you-go ledger. This applies to legislation related to addressing the behavioral health crisis, as long as the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
What It Aims to Change or Add
The amendment adds provisions allowing funds for purposes that may include:
-
Loan programs to fund the construction or renovation of mental health or substance use disorder treatment facilities.
-
Scholarships for students in the fields of mental health, behavioral health, or substance use disorder treatment.
