What this amendment would do
This amendment, submitted by Mrs. Blackburn and Mr. Warnock, aims to add a new section to the bill regarding Installation Support Services and Intergovernmental Support Agreements. Its purpose is to create a standardized way to collect, evaluate, and share data on these agreements.
Key additions and changes include:
-
Data Framework and Policy: The Secretary of Defense must create a uniform framework to collect data on the number, value, terms, and benefits of intergovernmental support agreements. A policy must also be implemented to ensure this framework is executed consistently.
-
Public Transparency: The Secretary of Defense is required to establish a publicly accessible, searchable database containing the agreement data and summaries. Additionally, a toolkit must be maintained to provide standardized resources for military installations and their surrounding communities.
-
Analysis and Reporting: The Secretary of Defense must conduct an analysis of the data every four years. This analysis includes looking at usage trends, common services, barriers to execution, and performance outcomes. The findings and recommendations must be reported to Congress.
-
Expanded Authority: The amendment modifies existing law to:
-
Allow any other Federal agency to be an additional partner in these agreements.
-
Let the Secretary concerned use funds from any available source to pay for installation-support services.
-
Expand the scope of support to include the repair, construction, maintenance, and operation of a facility on or near an installation.
-
Include public agencies, public joint powers agencies, and government corporations as parties to the agreements.
