What this amendment would do
SA 6295, submitted by Mr. Van Hollen, aims to add a new section to bill S. 4784. This addition would require the Secretary of Defense and commanders of major military installations to study the benefits of investing in more comprehensive systems for detecting, forecasting, and alerting for floods, wildfires, and severe weather.
The purpose of this amendment is to:
- Improve preparedness.
- Reduce risk to property and personnel.
- Strengthen mission and installation resiliency.
To achieve this, the Secretary of Defense must submit a report to the House of Representatives and the Senate Committee on Armed Services within 180 days of the Act's enactment. This report must include:
- An identification of at-risk installations based on factors like multi-hazard risks, critical mission capabilities, historic vulnerability, or the need for lifesaving alerting enhancements.
- An assessment of technical requirements, such as real-time detection using sensors, predictive modeling, automated alerting via various modalities, a singular authoritative dashboard, and cybersecurity protections.
- A description of available commercial solutions and their potential costs.
- Recommendations for further legislative actions to improve warnings and observations on military installations.
