What this amendment would do
SA 6292, submitted by Mr. Blumenthal, aims to add a new section to bill S. 4784. This addition creates a Statement of Policy Relating to Ukraine Security Assistance Initiative by amending the National Defense Authorization Act for Fiscal Year 2016.
The purpose of this amendment is to establish that it is the policy of the United States to:
- Assist Ukraine in keeping a credible defense and deterrence capability.
- Strengthen security and defense cooperation to help Ukraine build a force capable of defending itself now and deterring future aggression.
- Support the ongoing reform of Ukraine's security, defense, economic, and democratic institutions to help with its modernization and Euro-Atlantic integration.
The amendment defines a credible defense and deterrence capability as the ability to deter and defend against any credible conventional military threat from the Russian Federation. This includes having enough conventional military means, such as munitions, weapons platforms, and capabilities for reconnaissance, surveillance, intelligence, communication, control, and command.
