What this amendment would do
SA 6289, submitted by Mr. Lankford, aims to add a new section called the Socioeconomic Labor Threshold for the Service Contract Act to the bill.
The purpose of this amendment is to change how the applicability threshold for the McNamara-O'Hara Service Contract Act is determined. Specifically, it adds the following:
- It creates a socioeconomic labor threshold that will be determined by the Secretary of Labor.
- The initial amount is set at $2,500, which is then increased based on the percentage increase in the Consumer Price Index for All Urban Consumers comparing October 1965 to the most recent available month.
- The amount will be adjusted annually based on the annual percentage increase in the Consumer Price Index for All Urban Consumers comparing June of the current year to June of the preceding year.
- It updates the United States Code to include the definition of the "socioeconomic labor threshold" and changes the applicability threshold for contracts and bid specifications made on or after the enactment date to this new threshold.
