What this amendment would do
SA 6285, submitted by Mr. Cruz, aims to add a section to bill S. 4784 regarding Privately Funded Dual-Use Innovation Exchanges.
The purpose of this amendment is to allow the Secretary of Defense to use existing, privately funded organizations that help different groups work together. These groups include:
- Department of Defense personnel
- Nontraditional defense contractors
- Manufacturing and infrastructure partners
- Private capital providers
The goal of this collaboration is to speed up the process of moving technologies developed commercially into defense applications.
To do this, the Secretary must, as much as possible:
- Use programs and authorities that existed before the Act was enacted.
- Avoid duplicating activities related to the industrial base, acquisition, or Department manufacturing.
