What this amendment would do
This amendment, submitted by Mr. McCormick and Ms. Rosen, adds the Stop Corrupt Iranian Oligarchs and Entities Act of 2026 to bill S. 4784. Its purpose is to target and expose corruption, money laundering, and racketeering linked to the Iranian government.
The amendment aims to add the following to the bill:
-
A Report on Corruption: The Secretary of State must provide a detailed report to specific congressional committees within 180 days. This report must cover:
- Identification and net worth of significant senior foreign political figures and oligarchs in Iran.
- Their relationships with President Masoud Pezeshkian or other ruling elites.
- Their sources of income, beneficial ownership, and non-Iranian business ties.
- Information on Iranian parastatal entities (entities with at least 25 percent State ownership and 2016 revenues of approximately $2 billion or more).
- How U.S. economic sectors, such as real estate and banking, are exposed to these Iranian entities and persons.
- The potential impact of adding new sanctions or debt and equity restrictions.
-
The Iran Kleptocracy Initiative: The Attorney General must create an initiative within the Department of Justice to:
- Investigate and prosecute corruption and money laundering by Iranian officials and their proxies.
- Track and catalog assets like luxury goods, financial accounts, and real property.
- Publish unclassified findings on sanctions evasion and corrupt practices.
- Work with international and domestic law enforcement for asset recovery and prosecutions.
- Create a system to reward people who provide information leading to successful investigations.
-
Accountability and Timeline:
- The Attorney General must submit an annual report on the Initiative's activities, including the number of convictions and the value of seized assets.
- This entire subtitle will expire 5 years after the Act is enacted.
