What this amendment would do
Mr. Merkley submitted SA 628 to hold our officials accountable by adding a new point of order against certain legislation during times of high inflation. The purpose is to stop the Senate from considering certain budget reconciliation bills unless inflation is kept under control.
What It Aims to Change or Add
-
Adds a Point of Order: It adds a rule in the Senate that makes it out of order to consider any bill under title II unless the Director of the Congressional Budget Office certifies that inflation is equal to or below 2 percent.
-
Measures Inflation: Inflation is measured using the average of the annualized changes in the most recently published monthly reports on the consumer price index for all-urban consumers, or the unadjusted annual change of the previous year in that index.
-
Sets Waiver and Appeal Rules: It allows this rule to be waived or suspended, or an appeal of the Chair's ruling to be sustained, only by an affirmative vote of three-fifths of the Senators duly chosen and sworn.
